UNECA SUPPORTS LUSAKA INTERGRATED DEVELOPMENT PLAN
Lusaka Mayor, Ms. Chilando Chitangala, has officially opened a capacity-building workshop on the Integrated Planning and Reporting Toolkit (IPRT) for council staff.
The five-day training, organised in partnership with the United Nations Economic Commission for Africa (UNECA), is taking place from February 9th to 13th, 2026, at Twangale Park.
Speaking at the opening ceremony, Ms. Chitangala described the training as a timely initiative to strengthen institutional capacity for integrated development planning, results-based reporting and alignment of local strategies with Zambia's national development frameworks.
“The programme will equip participants with practical knowledge of the IPRT, enhance evidence-based monitoring and promote the use of data and indicators to track development outcomes," she said.
The Mayor added that the training is a platform for knowledge sharing, peer learning and institutionalising integrated planning and reporting practices.
She stated that the training aims to equip Council officials and technical staff with practical skills in integrated planning, budgeting, monitoring and reporting, aligning with national priorities, the decentralisation agenda and global frameworks like the SDGs and Agenda 2063.
Ms. Beatrice Munthali, United Nations Resident Coordinator, represented by Head of Office Ms. Marthar Haipinge, said the UN was happy to have partnered with the Lusaka City Council in implementing key national projects.
She added that the collaboration has enabled the acceleration of sustainable development initiatives aligned with both Agenda 2030 and the African Union's Agenda 2063.
Ms. Munthali further noted that the partnership has strengthened local capacity to monitor and report on National Development Plan (NDP) indicators.
Lusaka Town Clerk, Eng. Liftery Ndaba, represented by Lusaka District Administrative Officer, Mr. O'Neal Chiiya, welcomed participants and emphasised the importance of the training in translating Lusaka's strategic direction into coordinated implementation, measurable results, and credible reporting.
Eng. Ndaba said the IPRT will strengthen linkages between planning, budgeting, implementation, monitoring, and reporting, supporting harmonised approaches across sectors and enhancing accountability.
The Economic Commission for Africa (ECA) representative, Ms. Oyebanke Abejirin, said the IPRT involves mapping Agenda 2030 with Agenda 2063 and the Development Policy and Operations Agenda (DPoA) to identify synergies and areas of divergence.
She said it focuses on aligning Agendas 2030 and 2063 with National Development Plans (NDP) and national financing frameworks, including an assessment of the degree of alignment at the goal, target, and indicator level, mapping financing frameworks to development priorities, and providing a diagnostic of the results framework.
The IPRT is a web-based planning tool that digitalizes national development plans to facilitate performance tracking of National Development Plans (NDPs) and their alignment with global and continental frameworks.
