ZAMBIA PARTICIPATES IN CULTURAL FREEDOM
A delegation from the Ministry of Youth, Sport and Arts is in Paris, France, to participate in the nineteenth session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions, being held at UNESCO headquarters from 17 to 20 February 2026.
The delegation is being led by National Arts Council of Zambia Board Chairperson Ms. Maureen Lilanda, representing the Minister of Youth, Sport and Arts, Elvis Nkandu.
Zambia’s participation underscores the country’s strong commitment to implementing the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and to strengthening policies that promote artistic freedom while supporting the growth of the cultural and creative industries.
During the session, the Committee will, among other agenda items, adopt its 2026–2027 work plan, approve the provisional budget of the International Fund for Cultural Diversity, review progress in implementing the Convention in the digital environment including the impact of artificial intelligence on cultural and creative industries and examine measures under Article 16 on Preferential Treatment for developing countries, which supports market access, artist mobility, and technical and financial assistance to strengthen cultural and creative industries.
The Zambian delegation will also contribute to discussions aimed at strengthening protection mechanisms for artistes in emergency situations and enhancing collaboration with civil society to ensure the effective implementation of the Convention.
As a State Party to the 2005 Convention, Zambia continues to play an active role in advancing global efforts to safeguard and promote the diversity of cultural expressions and artistic freedom.
