ZAMBIA MAKES HISTORY
Dar es Salaam, Tanzania | May 5, 2026 - Zambia has been ratified as a member of the Executive Committee of the Eastern Africa Association of Prosecutors (EAAP), marking a significant milestone in the country’s growing role within regional prosecutorial cooperation.
The development was confirmed during the Association’s 11th Annual General Meeting held in Dar es Salaam, where member states ratified a newly constituted Executive Committee to guide the organisation’s strategic and administrative direction for a two year term.
Zambia’s inclusion follows a structured process that began in March 2026, when the EAAP issued a call for Expressions of Interest. After submission, member states reached consensus on the composition of the Executive Committee, with final endorsement taking place at the AGM
The newly constituted leadership is as follows: Uganda assumes the Presidency; Rwanda and the Democratic Republic of Congo take up the position of Vice-President; Kenya is Secretary General; Tanzania Treasurer; Mozambique General Counsel; while Zambia joins the Executive Committee as a Member.
The development coincided with the official launch of the EAAP Strategic Plan (2023–2027), which outlines priorities for strengthening prosecutorial cooperation, enhancing institutional capacity, and improving coordinated responses to transnational organised crime across the region.
The EAAP is a regional body that brings together prosecuting authorities from across Eastern and Southern Africa to strengthen collaboration in combating transnational crime, promote best practices, and enhance the capacity of prosecutors to respond to evolving criminal threats. Its membership spans multiple jurisdictions, reflecting a shared commitment to coordinated justice in an increasingly borderless criminal landscape.
At the core of its governance is the Executive Committee, the principal administrative and decision-making organ responsible for overseeing operations, guiding policy direction, and implementing the objectives of the Association.
Zambia’s inclusion in this structure signals recognition of its growing influence in prosecutorial affairs, particularly in financial crime, asset recovery, and transnational justice cooperation.
The outcome of the AGM reinforces the importance of collective leadership in confronting complex and evolving forms of crime, ranging from wildlife trafficking and illicit financial flows to organised criminal networks operating in digital spaces.
As the EAAP charts its course under the newly constituted Executive Committee, Zambia steps forward from participant to decision-maker taking its seat at the table where the future of regional prosecution is shaped.
